MEPA 

The Electronic Public Administration Market (MEPA) is a public eProcurement tool, managed by Consip on behalf of the Ministry of Economy and Finance. It is an entirely virtual market where purchasing administrations and potential suppliers meet, negotiate and finalise legally valid supply contracts online. The complexity of the drafting of tenders, as well as the specifications and disciplines, and, last but not least, the constant evolution of legislation and case law, require specific preparation and constant updating, for the internal offices that follow the procedures of public evidence. 

The PA can research, compare and acquire goods and services, for values below the EU threshold, proposed by suppliers "qualified" to present their catalogs on the system. The products and services are presented in catalogues structured and described in accordance with standard formats and according to the rules and conditions defined by Consip for each product tender. Purchases can be made in three ways: Direct Order (ODA), i.e. direct purchase from the catalogue based on offers published by suppliers, Request for Quotation (RdO) or Direct Negotiation through which the administration can request one or more suppliers, freely selecting them from those enabled, different and additional customized offers based on specific needs.
